I tend to use it for a different reason which is to rename layers! For example, if you bind an externally referenced drawing named STP123.dwg to a host drawing, the block definitions have names like STP123$0$BLOCK1, STP123$0$BLOCK2, STP123$0$BLOCK3, STP123$0$BLOCK4, andSTP123$0$BLOCK5. If you want them to have the names BLOCK1 and so on, type STP123$0$. in the Old Name field and. in the Rename To field.its a very uufesl tool for many different reasons!
Registration code, or 'Authorization Code'? If this was in the U.S., your brother needed to keep the authorization code that was provided with the registration of the program when it was first installed.
Did he print out the page from the registration website? Did he print out the subsequent e-mail he would have gotten with the same information on it - including the authorization code? Was it written on the cd or at least on the box or the sleeve that the cd was in like it should have been? That was always the first thing I did after registering any Acad installation.
That way, the same authorization code could be used again if it needed to be installed again when asked without having to register it again. Upon running Acad the first time after a new installation, you get that register Acad dialog, and there is the option to plug in the auth code directly if you 'already have authorization code'. Trying to re-register it would only call back to Autodesk that your serial number was already authorized and it won't do it again. International and student versions of Acad had the 'Product Activation' process going with '02 which ties the program to that specific machine with that specific hardware.

That's much more restrictive and you have to call your reseller to get a new activation code after pleading your case - in fact, better let your brother make that call since it's in his name. Regular full Autocad sold in the U.S. Didn't get 'product activation' until Acad '05 I believe.
How To Use Autocad
Well, that puts your use of the term 'inherited' in it's proper context and not used as loosely as I assumed - forgive me and my condolences. But, that leaves a discussion with a local Autodesk reseller, and I think any reseller might be able to help, as your only option. Give them an explaination of the situation and if they are convinced they will be able of get the authorization code for that serial number. The thing is, license transfer deals (which this would technically require) are extremely hard to do with Autodesk. They just don't like to do that. One thing I thought was a bit crazy, I received acad, fresh in the box, called in that day to authorize and they gave me the already registered bit.
